The Telepath From Great Mother Ocean

The telepath/telekinetic from the ocean planet of Hykraius immigrated to the Legion Academy in an attempt at learning more about the outer planets.  This was very uncommon for Hykraians and Ganglios is a bit of a pariah amongst his people in some sense, while Hykraians feel pride regarding his accomplishments, they also are wary of any who would leave Great Mother Ocean so willingly.

Receiving training at the Legion Academy, and a top notch life-support system designed by Brainiac 5.  Tellus became one of the top students exercising control over his telepathy and telekinesis and while he expresses doubts at times, he has never failed in his duties as a Legionnaire for lack of effort.
