Mr. Brande was so struck with the three that he requested that they create a team of youngsters to show how different people from different worlds and backgrounds could get along. Rokk inspired by the stories of 20th century heroism of Superman took that example and the three formed the Legion of Super-HeroesA group of intergalactic teenagers that have bonded together to defend the 30th century universe from evil. They recruited Superboy in their earliest adventures..
Rokk served as the first leader of the Legion and under his tenure the membership went from 3 to 18. He still serves as the deciding judge on all matters in the Legion Constitution and is considered by many Legionnaires to be the elder statesman of the group and one of the more stable male members.
