Our story opens on Earth-Two where Johnny Thunder is receiving a message via the mail (snail mail that is) inviting him to a meeting of the Justice Society of America.  Once Johnny is excited about the prospect, but then realizes he needs to patch up his relationship with the mystical Thunderbolt, his partner in crime fighting.

Johnny summons the Thunderbolt by saying “Cei-U” and the Thunderbolt appears but reluctantly so.  The apologizing goes badly as Johnny flubs it and Thunderbolt threatens to go to Earth-One where that Johnny Thunder would not treat him so callously.  Johnny calls Thunderbolt’s bluff and wishes for Thunderbolt to take him to Earth-One to meet his doppelganger.  There, the two heroes of Earth-Two discover that the Earth-One Johnny Thunder is evil and quickly knocks the Earth-Two Johnny Thunder unconscious and takes control of the Thunderbolt.  With the Thunderbolt as his lackey, Johnny Thunder begins his crime spree only to find Thunderbolt come up against The Flash of Earth-One.

Johnny Thunder gets a good idea and decides to send the Thunderbolt back in time with the command to prevent the Justice League from becoming heroes.   Thunderbolt intercepts the lightning bolt that created The Flash and then stops Krypton from exploding by changing the core of the planet.  Thunderbolt rescues Abin Sur so he never crashes and becomes injured enough to summon a new Green Lantern.  Atom’s White Dwarf is destroyed, Dr. Erdel failed to teleport the Martian Manhunter,  and Batman is laid low in his very first case forcing him into early retirement.

Meanwhile, back on Earth-Two, The JSA are waiting for Johnny Thunder to arrive and they begin to worry due to their comrade’s lateness.  Dr. Fate augurs where Johnny is and discovers what has occurred to Johnny and the Thunderbolt.   In the midst of a robbery, the Earth-One Johnny Thunder commands Thunderbolt to keep out the cops, but the flaw of the Thunderbolt is that he does exactly what he is told, so when the JSA pop in they manage to get through the shield.

Johnny commands the Thunderbolt to kick the JSA off the Earth but Doctor Fate has protected the JSA with a magical shield impervious to the impish lightning.  Johnny Thunder of Earth-One then commands the Thunderbolt to teleport them both out of there and away from the JSA.  Once gone the JSA question those present and discover that the Justice League does not exist on this Earth anymore.  The JSA deduce that Johnny Thunder and the Thunderbolt must have done something to the JLA.

Visiting Barry Allen, Hal Jordan, and Ray Palmer the JSA learn that they never became heroes while Dr. Fate cannot revive Johnny Thunder out of the magical coma Thunderbolt placed him in.  The JSA resolve to imitate the JLA with Atom, Green Lantern and Flash taking their obvious places.  Mister Terrific becomes Batman, Hawkman becomes Martian Manhunter and Doctor Fate is Superman.

Johnny Thunder of Earth-One asks Thunderbolt where the JSA has gone, and the Thunderbolt is allowed to “lie” because the JSA is now the JLA for all intents and purposes.  Johnny Thunder thinks he is the clear and begins the crime spree anew only to be ambushed by the new JLA.   Thunderbolt escapes with Johnny Thunder in two and is forced to confess to the fact that those were the JSA members in disguise.  This gives Johnny Thunder an idea, to break some of his buddies out of jail and place them in the origins of the Justice League members so that they become super villains.

The JSA/JLA hybrid team meets up with Johnny Thunder’s new JLA team and the battle is set, the stakes?  Will the Justice League exist?
